Control Theory of Systems Through the Development Periods of the Healthcare System in Slovenia

Abstract

Research question: Ha the Control Theory of Systems model, after a decade and a half since its implementation, contributed to clarifying the reasons and shown to eliminate systemic anomalies in the organization of the healthcare system in Slovenia?

Purpose: To examine whether anomalies in the functioning of the health care system are discussed differently in the professional systemic public than at the time when the Control Theory of Systems model was being created.

Method: I used a comparative analysis of theoretical and practical knowledge in two different periods.

Results:I find that the health policy has detected the problems in the healthcare system in Slovenia, about systemic organizational irregularities, the subsystems and stakeholders in the healthcare system openly talk, they try to penetrate with proposals for systemic interventions to eliminate irregularities in the functioning of the system, but the individual structures of the subsystems and stakeholders in the healthcare system still largely reject them. It is publicly pointed out and accepted that with partial legal ch anges and new financial inputs, there will be no changes in the field of effective management of the health care system. Movements are taking place, but with extraordinary implementation efforts and in accordance with the complexity of the system (too)slowly.

Impact on the organization: The use of the control model of systems theory in organizational systems from the field of health care gradually embeds the basics of a modern and efficient organization.

Originality: The presented model of control theory of systems iz still unique and demonstrates effective utility value.

Limitations of the research: The share of ignorance of the health system by those who are directly responsible for is decreasing.
